Policy of Activity


Japan Climate Policy Center (JCPC) will provide mid to long term strategic proposals for combating global warming basing on the international movements and accumulated reasonable opinions across all levels of civil society, in order for Japanfs Global Warming Policy to be able to lead the world, considering following two points.


1) To establish the low- carbon society for the sake of Japan's future development, which is poor in energy resource and facing the declining birthrate while aging the population.
2) To support developing countries by combating global warming.


In order to formulate and achieve the policy,
JCPC will
1) declare policy, provide information on policy, hold opportunities for policy dialogue,
and 2) provide information not only on the JCPC policy proposal but on Japanfs policy and set opportunities for policy dialogue, for the sake of better understanding of international society on Japanfs global warming policy.

 

 

 

Intention of Activity

JCPC, aiming at for Japan to enforce the effective policy on preventing global warming and to provide information and recommended policies, was established in October 2006 as a specified nonprofit corporation (organization).


Since 1960fs, amongst developed countries, the emission of greenhouse gases (GHG) such as CO2 has been increased rapidly. If it keeps growing, by the end of 21st century, resulting from global warming advancement, the ecosystem will change drastically, and phenomena of endangering human existence will occur.


International society started to commit to the reduction of GHG initiated by the UNFCC and the Kyoto Protocol. But the international cooperation has not yet advanced because of the interestsf conflicts amongst each country.
Therefore, it is concerned that the international emission reduction approach may not catch up with the speed of global warming.


From 2008, the first commitment period of the Kyoto Protocol will start, but the Japanfs emission rate is growing from 7 to 8%, where as our reduction commitment compared to the rate of 1990 is 6% negative.
On the other hand, from this year, serious international negotiations concerning the emission reduction target beyond the first commitment period of the Kyoto Protocol, after 2012, will start.


Japan, as the second of the world in GDP is big economic power, and as the fifth in the GHG emission of the Annex-I developed countries is responsible for emission reduction due to the Kyoto Protocol. Japan has also been proud of its energy efficiency as a technologically advanced country.

Amongst International community, Japan has been leading the climate change policy and considered to possess contributing ability and responsibility to the world.
For that, it seems to be expected especially by developing countries for Japan to implement the Kyoto Protocol at least till 2012 and to undertake the stricter obligation on emission reduction after 2013, and if not so, Japan would be criticized.


JCPC, under these urgent national- international issues on global warming, will contemplate on Japanfs climate policy and international approach for legal frameworks with stakeholders, will seek for the climate policy and politically/ socially fair schemes, which are to suppress the amount of GHG in atmosphere to the level that human existence can be sustained, and will bring those policies to the excution.
For the excution, JCPC will collect most recent domestic and international information on global warming policies, analyze their trends, and propose Japanfs most preferable policy to be taken.


JCPC will accumulate the latest information by ordering documents from domestic and international organizations and by attending international conferences etc. within the limitation of budget.
For information analysis or opinion exchanges with each level of general public or foreign researchers, JCPC will hold regular workshops, lecture presentations and policy dialogues as far as funding permits.
The policy proposals or achievements will be announced via JCPC hope page, handouts or by lecture presentations, depending on the process of accomplishment.
